AVRUPA BİRLİĞİ ORTAK ULAŞTIRMA POLİTİKASI VE TÜRKİYE

Abstract

Bütünlesme sürecindeki Avrupa Birligi, özellikle ulastırma alanında yapılan çalısmalara ve gelistirilen projelere büyük önem vermektedir. Roma Anlasması'nda belirli alanlarda öngörülen ortak politikalardan biri de bu açıdan ulastırma alanına yönelik olmustur. Ulastırma sektörü, Avrupa Birligi'nin hem kendi içindeki yük ve yolcu tasımacılıgı hem de aday ülkeler ve komsu ülkelerin AB ile arasındaki baglantı açısından önemli bir yere sahiptir. Türkiye'nin AB ile olan ekonomik ve ticari iliskileri, Ankara Anlasması ile ortaklık boyutuna tasınmıs, ikili ticari anlasmalar ve Gümrük Birligi'nin ardından tam üyelige yönelik önemli adımlar atılmıstır. Ulastırma alanında ise jeopolitik ve stratejik konumu açısından Türkiye, AB ulastırma agları içinde önemli bir geçis noktasıdır. Bu çalısma, Türkiye'nin Avrupa Birligi ulastırma sistemi ve ulastırma koridorlarındaki yerini ortaya koyarak, tam üyelik sürecinde ulastırma alanındaki uyum çalısmalarını degerlendirmeyi amaçlamaktadır. Bu baglamda, öncelikle AB ulastırma sistemleri ve ortak ulastırma politikasının kapsamına deginilmis, ardından Avrupa Birligi Ulastırma agları ve koridorları hakkında genel bilgi verilmistir. Son olarak Türkiye'nin ulastırma politikası ve alana özel yatırım projelerinin degerlendirilmesi ve Türkiye'nin AB ortak ulastırma politikasına uyumu incelenmistir. In the process of integration, European Union pays utmost attention to the efforts and projects developed in the area of transportation. One of the common policies foreseen in the Treaty of Rome was directed to the area of transportation this sector has an important place in terms of the goods and passenger carriage within European Union as well as the connections between accession countries and neighboring countries and Europe. With the Treaty of Ankara, commercial ties of Turkey with EU shifted gear to the level of accession, and important steps have been taken for full membership with bilateral commercial ties and Customs Union. In the area of transportation, Turkey is an important transit point with its geopolitical and strategic location.The purpose of this study is to present the status of Turkey within European Union transportation system and corridors, and to evaluate its harmonization efforts in the area of transportation. In this context, EU transportation systems and the scope of common transport policy have been handled in the first place; then, general information on European Union Transport Networks and corridors has been given. Finally, transportation policy of Turkey and area-specific investment projects has been evaluated and harmonization of Turkey with EU common transport policy has been analyzed.
