İzmir Alsancak Limanı Gemi Manevraları Risk Değerlendirmesi

Abstract

Deniz ve çevresini korunmayı en önemli amaç edinmiş olan Dünya Denizcilik Örgütü IMO, bu amaçla birçok uluslararası yasal düzenleme yürürlüğe sokmuştur. Bu düzenlemelerin bir kısmı dolaylı bir kısmı da direkt olarak deniz ve çevresinin korunmasına yöneliktir. Özellikle MARPOL sözleşmesi, deniz ve çevresini korumaya yönelik olan en kapsamlı uluslararası sözleşmedir. MARPOL uluslararası sözleşmesinin hukuksal alt yapısı Türkiye'de Çevre ve Orman Bakanlığı ile Denizcilik Müsteşarlığı tarafından oluşturulmaktadır. Bu kapsamda, deniz ve çevresinin petrol ve diğer zararlı maddelerden dolayı kirlenmesi durumunda yapılması gereken acil müdahalenin ve oluşacak zararların tazminini düzenleyen yönetmelik 21 Ekim 2006 tarihinde 26326 sayılı Resmi Gazetede yayımlanarak yürürlüğe girmiştir. Buna göre her bir kıyı tesisinin bulunduğu deniz ve çevresini tehdit eden tehlikelerin tanımlanması ve risk değerlendirmelerinin yapılması istenmektedir. Bu çalışmada yukarıda bahsi geçen yönetmelik kapsamında İzmir Alsancak Limanı için gemi manevralarından kaynaklanabilecek tehlikeler tanımlanarak risk değerlendirmeleri yapılmıştır. Kabul edilemez düzeyde tespit edilen tehlikeler için ise risk düşürücü tedbirler önerilmektedir. Protection of the seas and its environment is the most important aims of the International Maritime Organization, IMO, and many international legal regulations for this purpose has put into effect. These regulations are intended to protect the sea and the environment but some of them is an indirect or direct. Especially the MARPOL Convention, with the most comprehensive international agreement to protect the sea and its environment. International MARPOL Convention's, the legal sub-structure formed by the Undersecretariat for Maritime Affairs and Ministry of Environment and Forest. For this purpose, the Law Pertaining to Principles of Emergency Response and Compensation for Damages in Pollution of Marine Environment by Oil and Other Harmful Substances published in the Official Gazette Nr. 26326 on October 21, 2006, came into force. Accordingly, each coastal facility should identify to hazards and assess the risks for the threats of marine and environment. Izmir Alsancak Port within the scope of this study, the above-mentioned regulations, risk assessments for the maneuvers of the ship was identified arising from the hazards. Unacceptable level of risk reduction measures for identified hazards is recommended.
