Ülkemizde yapılan deprem master planlarının performans analizinde İzmir örneği

Abstract

1999 yılında Birleşmiş Milletlerin Uluslararası Doğal Afetleri Azaltmanın On Yılı Sekretaryası, İzmir'i dünya çapında, özellikle gelişmekte olan ülkelerdeki şehirlerde deprem afetine karşı yapılması gereken girişimleri teşvik etmeyi amaçlayan RADIUS projesi kapsamında seçmiştir. Bu proje ile İzmir'de meydana gelebilecek deprem zararlarının tespit edilmesi ve bu zararların azaltılmasına yönelik tedbirlerin belirlenmesinde, İzmir Büyükşehir Belediyesi ile Boğaziçi Üniversitesi arasında imzalanan protokolle İzmir Deprem Master Planı hazırlanmıştır._x000B_Depremin can ve mal kaybı bakımından en önemli afet olması nedeniyle bu kavram, tez içinde açıklanmıştır. Dünyada ve Türkiye'de deprem zararlarının azaltılması üzerine yapılan çalışmalardan da bahsedilerek, ülkemizdeki afet yönetiminin hukuki yapısı, İzmir Deprem Master Planı'nda eksik kalan noktalar ve plandan sonra İzmir'de yapılan çalışmalar tartışılmıştır. In 1999, Secretariat of International Ten Years of Decreasing Natural Disasters of United Nations has chosen Izmir as sample in the scope of worldwide RADIUS project intending to stimulate necessary incentives against earthquakes in big cities especially in developing countries. A protocol was signed between Boğaziçi University and Izmir Metropolitan Municipality and studies on identifying the measures oriented towards determining and decreasing earthquake damages in Izmir with this project were carried out and an Izmir Earthquake Master Plan was prepared. This plan evaluates earthquake performances of the present superstructure and infrastructure in İzmir and the damages that shall occur at a possible earthquake were forecasted._x000B_Since earthquake is the most important disaster with highest loss of life and property, disaster concept shall be explained by this thesis study, studies on decreasing the earthquake damages in our country and in the world shall be stated. It shall be touched the legal statute oriented to decrease earthquake damage and historical background, deficiencies of Izmir Earthquake Master Plan and developments after the plan shall be discussed together with these subjects.
