Türk Silahlı Kuvvetleri tedarik sürecinde kalite uygulamaları ve bir analiz

Abstract

Günümüzde mal/hizmet üreten firmaların rekabet edebilme şartları zorlaşmış ve kaliteli ürün rekabetin önemli bir unsuru olmuştur. Toplam Kalite Yönetimi (TKY), bir program dahilinde süreçlerde kaliteyi hedefleyen, iç ve dış müşteri ihtiyaç ve beklentilerini önemseyerek onları tatmin eden, çalışanlarında katılımıyla sürekli gelişmeyi amaçlayan bir yönetim felsefesidir. Liderlik, sürekli iyileştirme, katılımcılık, müşteri odaklılık ve eğitim TKY‘ nin temel ilkeleri olarak öne çıkmaktadır. Çağımızın bu yönetim felsefesinden Türk Silahlı Kuvvetleri (TSK)' nin etkilenmemesi mümkün değildir. Kamu görevini yerine getiren TSK, tespit ettiği vizyonuna ulaşmada TKY ilkelerinden faydalanmaktadır. Teknolojiyi yakından takip eden TSK' nde tedarik faaliyetleri önem arz etmekte, yurt içinde Modern Savunma Sanayi' nin oluşturulması yanında kaliteli ürünün (mal/hizmet/yapım/danışmanlık) alımı amaçlanmıştır. TSK' nin tedarik süreci içerisindeæ ürüne ait teknik dokümanın hazırlanması, ihale işlemleri, kabul aşamasındaki fiziksel muayene faaliyetleri ve laboratuvar hizmetleri yer almaktadır. TSK tedarik süreci içerisinde kalite güvence sistemini kurmayı amaçlamıştır. Ayrıcaæ ara denetim faaliyetlerinde ve 4734 sayılı Kamu İhale Kanunu (KİK)' nun istisnalar başlıklı 3 (b) maddesi gereği yapılan alımlar, Kuzey Atlantik Antlaşması Örgütü (NATO) Standardizasyon Anlaşması gereği yapılan savunma ürünleri alımları, ikili kalite güvence anlaşması yapılan ülkeler arasındaki savunma ürünleri alımlarında kalite uygulamalarında bulunmaktadır. Ayrıca, TSK' da resmi gazetede yayımlanan "Kontrole Tabi Tutulacak Harp Araç ve Gereçleri ile Silah, Mühimmat ve Bunlara Ait Yedek Parçalar, Askeri Patlayıcı Maddeler, Bunlara Ait Teknolojilere İlişkin Liste" de yer alan malzemeye yönelik üretim yapan firmaların Müttefik Kalite Güvence Yayını (AQAP) belgelendirilme işlemleri yapılır. Bu çalışmada, TSK tedarik süreci içerisinde yer alan yukarıdaki faaliyetleri bir arada değerlendirerek, kullanılan formlar ile kabul aşamasındaki fiziksel muayene faaliyetleri ve laboratuvar hizmetlerinden bir analiz ile açıklanmaya çalışılmıştır. Todays, the conditions for the corporations which produce goods/ service become much more difficult in the competition level and for this reason the quality of a product becomes more important. Total Quality Management (TQM) is a management style which aims to get the highest quality in all process within the programme, which considers the needs and wants of internal and external consumer and which purposes continuous improvement within workers. Leadership, continuous improvement, participation, consumer focusing and education are the main characteristics of TQM. It is impossible for The Turkish Armed Forces (TAF) to not to be impressed of this ages management philosophy. TAF, which performs public office benefit from the principles of TQM in order to achieve to its vision which is desired. In TAF the supplying activities become vitually important and the main aim of this is while achieving to supply the quality product (goods/service/construction/advising) also develop The Industry of Modern Domestic Defence. In the supplying process of TAF, preperation of the technical document of product, the procurement stages, the physical inspections that have done at the acceptance grade and the laboratory services can be seen. TAF aim at setting up the quality assurance system in the supplying process. Furthermore, TAF aim to exist internal audit activities and purchase in 4734 numbered Public Recuirement Law's 3b entry item of the expection title and in taking the defence products in accordence with North Atlantic Treaty Organization (NATO) Standardization Treaty and between the countries that both of them have the quality assurance. Furthermore, all the companies which produce the materials that are ruled and published under the tittle "to be subjected to the control of the war equipments, arms, munitions and their spare parts, military explosive materials and the technologies belongs to these equipments" are licenced with Allied Quality Assurance Publication (AQAP) in TAF. As i try to describe these foregoing operations, which take place in the suppling process of TAF, the physical inspections that have done during the acceptance gradea and also the forms which are used the laboratory activities, are described with an analysis in this paper.
