Abstract:
Çalışmamız dört bölümden oluşmaktadır. Birinci bölümde küresel mali yönetimin kuramsal ve kurumsal arka planı ele alınarak önemli küresel organizasyonlara yer verilmiştir. İkinci bölümde çalışmamızın temel ekseni ve küreselleşmenin temel aktörü olan Uluslararası Para Fonu'nun teorik altyapısı, işleyişi ve örgütleniş biçimine yer verilmiştir. Üçüncü bölümde IMF ve Gelişmekte Olan Ülkelere uygulanan istikrar önlemleri incelenerek söz konusu istikrar politikalarının özellikle Arjantin, Meksika, Şili ve Brezilya gibi Latin Amerika ülkelerindeki etkilerine ve uygulanış biçimlerine yer verilmiştir. Dördüncü ve son bölümde ise Türkiye'nin yaşadığı ekonomik problemler, Türkiye - IMF ilişkileri 1980 öncesi ve 1980 sonrası dönemler olarak değerlendirilecek, ayrıca 2007 küresel krizinin Türkiye ekonomisi üzerindeki etkilerine de yer verilecektir. Sonuç olarak çalışmamız ülkemiz için olduğu kadar dünya ekonomisi için de çok önemli etkileri olan IMF ve Yapısal Uyum Programları'na bir bakış açısı getirmeye çalışmaktadır. Our study is composed of four section in the first part, important global organizations are mentioned by considering the theoretical and institutional backgrounds of the global financial management. In the second part of our study, we are going to analyze the operation and organization style of the International Money Fund and the theoretical infra structure of itæ as the basic axis of our study and the basic actor of globalization. In the third part, the stabilization precautions that applied to the developing countries by IMF are analyzed and the effects of these stabilization policies on Latin American countries like Argentina, Mexico, Chile and Brazil are mentioned. In the fourth and the last part, the economic problems that Turkey faced are mentioned, Turkey – IMF relations are analyzed in two sections as before and after 1980s. Also the effects of 2007 global financial crisis on Turkey's economy will take place in this part. As a conclusion, this study tries to create a point of view about Structural Adjustment Programmes and IMF as an important actor of economy in the world and as well as in Turkey.
