Bulgaristan Hak ve Özgürlükler Hareketi'nin üye profilindeki değişimi ve azınlıklar üzerindeki etkisi

Abstract

Soğuk Savaş?ın bitimiyle, dünya üzerindeki düzen değişmiş ve Bulgaristan da bu değişim sürecinden etkilenen ülkelerden biri olmuştur. Ülke, dünyada meydana gelen değişikliklere ayak uydurmaya çalışarak, tek partili otoriter rejimi ortadan kaldırmış ve bu sistemden çok farklı olan parlamenter demokrasiye geçmiştir. Böylesine köklü bir değişim, doğal olarak ülkeyi ekomomik ve siyasal açıdan sancılı bir döneme sokmuştur. 2007 yılından beri Bulgaristan?ın Avrupa Birliği üyesi olmasına rağmen, geçiş süreci olarak adlandırılan bu sürecin sona erip ermemesiyle ilgili tartışmalar devam etmektedir. Totaliter rejimin sonunu hazırlayan gelişmelerin yaşandığı dönemde ve bu rejimin hemen sonrasında süren siyasi istikrarsızlık ortamında, Bulgaristan?ın siyasal hayatında önemli yer edinecek ve etkileyecek olan HÖH partisi oluşturulmuştur. Tek partili dönemin sonlarında meydana gelen sözde Yeniden Doğuş Süreci?nde, Bulgaristan?daki Türk azınlığına karşı yapılan insan hakları ihlallerine karşı illegal örgüt olarak kurulan HÖH, demokratik sisteme geçişten sonra ülkedeki büyük siyasal partilerden biri olarak varlığını devam ettirmiştir. Demokratik değerlerin henüz aşılamaya başlandığı Bulgar toplumunda, HÖH, ülkedeki azınlıkların hak ve özgürlüklerini garanti altına almayı siyasi amaç ve parti imajı olarak edinmiştir. Kuruluş sebebi Türklerin haklarının savunması olması, kurucuların ve sonradan parti bünyesine katılan üyelerin etnik Türk olmaları ve parti amacının azınlıkların/Türklerin haklarının korunması olması, HÖH?ün Türk partisi imajını kalıcı olarak edinilmesinin başlıca sebepleri olmuştur. Sonraki yıllarda meydana gelen siyasal başarılar ve partinin sürekli büyümesi ve gelişmesi neticesinde ve özellikle Bulgaristan?ın Avrupa Birliği?nin bünyesine katılmasından sonra, HÖH, partinin kuruluş sebebi olan azınlık haklarının korunması görevini tamamlamış kabul edip, partinin siyasal çizgisi ve imajında önemli değişiklikler yapmış ve etnik Türk partisi imajından kurtulmayı başlıca görevi haline getirmiştir. Bu çalışmada, HÖH?ün kuruluşu, gelişimi ve son yıllarda meydana gelen partinin siyasal çizgisindeki ve üye profilindeki değişimler incelenmiştir After the end of the Cold War, the world order has changed and Bulgaria became one of the states, which were most affected by this process of change. In order to keep pace with the rest of the world, Bulgaria overthrowed the communist regime and established a parlamental democracy, which was drastically different from the previous regime. A fundamental change like this, naturally put the state into a very difficult process from both political and economic aspect. The end of the so called Transition process is still a matter of argument, in spite of the fact that Bulgaria is a member of the European Union since 2007. The Movement for Rights and Freedom, which would greatly affect and take an important place in the Bulgarian political life, was formed in period defined by the activities, which led to the end of the totaliterian regime and the instable political atmosphere after that. The Movement for Rights and Freedom, which was established as an illegal formation against the abolishment of the minority?s rights during the so called Regenerating process, which occured in the late years of the one-party state, became one of the main political parties in Bulgaria after the establishment of the democratic regime. In this period, when the Bulgarian society nas newly begun to be indoctrinated with the democratic values, the MRF has accepted the protection of the minority?s rights and freedom for its main purpose and a party image. The facts, that the MRF was established in order to defend the rights of the Turkish minority in Bulgaria, that most of the founders and those, who became member after that and the fact that the mission of the party was to protect the rights of the minorities/Turks were the main reasons of the MRF to permanently gain the image of an ethnic Turkish party. As a consequence of the political success in the following years and the ongoing expansion and improvement and especially after Bulgaria?s accession to the European Union, the MRF has accepted its mission of protecting the minority?s rights, which was also the reason for its establishment, for completed and made significant changes in its political line and image and shedding the image of an ethich Turkish party became its main purpose. The establishment of the MRF, its later development and the changes in its political line and the profile of its members were analysed in this study
