Bilgi teknolojileri tabanlı proje yönetim sistemi ve uygulaması

Abstract

Bu çalışma ile proje yönetiminin, projelerin başarısında oynadığı rol ve bilgi sistemlerinin kullanımı ile sağlanan katma değer incelenmiştir. Mevcut proje yönetim uygulamalarının proje yönetimi aktivitelerini hangi noktaya kadar desteklediği ve hangi noktalarda gelişime ihtiyaç duyulduğuna dair tespitler yapılmıştır. Proje yönetim araçlarında, portföy yönetimi ve proje tekliflerinin değerlendirilmesi ve proje seçimi konusunun yeterince desteklenmediği gözlenmiştir. Konu ile ilgili kapsamlı bir litaratür taraması yapılmış ve çalışmanın çerçevesi buna bağlı olarak şekillendirilmiştir. Bu doğrultuda proje yönetiminde bilgi sistemlerinin katkısı değerlendirilmiş ve pratik bir yazılım uygulaması ile proje portföy yönetimi ile proje seçimi evreleri üzerinde durulmuştur. Uygulama kapsamında, organizasyonların stratejik hedefleri doğrultusunda proje tekliflerinin oluşturulması, tekliflerin öncelikle fonksiyonel departmanlar bazında sonrasında da kurum genelinde değerlendirilerek, projelere dönüşümlerinin sağlanması hedeflenmiştir. Projeye dönüşüm sonrasındaki planlama, izleme ve değerlendirme ve sonlandırma gibi evreler için de alt yapı oluşturulmuş ancak bu aşamalar pratik uygulama kapsamında gerçekleştirilmemiştir. Proje tekliflerinin yapılması, teklif havuzunun oluşturulması ve proje seçimi aşamaları bir süreç olarak değerlendirilmiş ve bu aşamaların bir iş akışı mantığı ile izlenmesi sağlanmıştır. The role played by the project management in the success of projects and the added value supplied by the information systems is covered in this study. The coverage of current project management applications on project management and neccessary improvement points are taken into consideration. It is determined that the evaluation of project proposals and project selection activities are not in the scope of the current project management tools. A literature study regarding the subject is carried out and the coverage is planned accordingly. Then, the support of the information systems on project management is evaluated and the project portfolio management and project selection phases of project management are pointed out with a practical software application. With the practical application, the constitution of project proposal in the direction of organization? s strategic targets, evaluation of proposal first in the functional department level and afterwards in enterprise level are supported and the selected proposals are converted to projects. The planning, monitoring and progress evaluation activities applied after project selection are not covered in the subjected application. However neccessary infrastructure is planned for further improvements. Creation of project proposals, formation of proposal pools on functional department and enterprise level and project selection stages are all taken into consideration as a business process and they are followed up with a workflow approach.
