Tarımda kalite uygulamaları kapsamında iyi tarım uygulamalarının (GAP)yeri ve bir örnek uygulama

Abstract

Tarım sektörü Türk ekonomisinde önemli bir yere sahiptir. Ülke ekonomisinin tarihsel gelisimi incelendiginde, ihracatı içinde de daha çok tarıma dayalı ürünler yer almaktadır. Bu nedenle tarım ürünleri dıs ticareti Türkiye için önemlidir. Avrupa Birligi (AB) ülkelerindeki büyük perakendeci kuruluslar (süper ve hipermarketler), tüketicilere saglıklı tarımsal ürün tüketmelerini saglamak amacıyla AB ülkelerinde yetistirilen ve dısarıdan ithal edilen tarımsal ürünlerde aranan minimum standartları yeni bir düzenleme yaparak belirlemislerdir. Bu standartlar, Avrupalı perakendeciler çalısma grubuna baglı perakendecilerin girisimleri sonucunda olusturulmustur. Bu sekilde, iyi tarım teknikleri uygulanarak tarımda kimyasal kullanımının azaltılması ve böylece tüketici saglıgının korunması benimsenmistir. AB üyesi ülkelerdeki perakendecilerin GLOBALGAP sertifikalı ürün taleplerinin hızla artmakta oldugu görülmektedir. Bu durum baslıca hedef pazarı AB olan Türkiye için de büyük önem tasımaktadır. Çünkü Türkiye yas meyve ve sebze ihracatının önemli bir bölümünü AB üyesi ülkelere gerçeklestirmektedir. Bu çalısma ile Türkiye ve Avrupa Birligi'nde (AB) gıda standartlarının mevcut durumu, gıda güvenligi konuları ve gıda güvenligi yönetim sistemlerihakkında bilgi sunulmaktadır. Örnek olarak da ALARA'nın GLOBALGAP uygulama basarısı durum çalısması olarak incelenmistir. Agricultural sector has an important place in Turkey?s economy. By looking over the past years in country?s history, as most of the country?s exports consist of agricultural products. So foreign trade of agricultural products is crucially important for Turkey. Major retailer associations (supermarkets and hypermarkets) determined minimum standards by making regulations for agricultural products grown in the EU(European Union) or imported from other countries in order to provide healthy products for consumers. These standards are constituted as a result of entrepreneurs initiatives depends on European retailer working group. In this context, using fewer chemicals in agriculture sector by applying good agriculture practices and hence protecting consumers? health are appropriated. Retailer demand is rapidly growing for GLOBALGAP certificated products in the EU. This is very important because of EU is the target market for Turkey. Majority of fresh fruit and vegetable export is exported EU countries. In this study; the information about the state of art of food standards, food safety issues, food safety management systems in Turkey and European Union are given. Turkish competitive fresh fig and cherry market power with exporting fresh fruit export success when GLOBALPGAP applications expand searched with ALARA?s case study.
