Kamuda etkinlik, verimlilik ve e-devlet

Abstract

Kamu mali yönetiminde yeniden yapılandırma, bir yandan çağdaş yapısal değişimleri gerçekleştiren, diğer yandan bilgi ve iletişim teknolojilerini etkin ve verimli bir şekilde kullanabilen bir yönetim modelini ifade etmektedir. Söz konusu yeniden yapılandırma sürecinde, bilgi toplumunun demokratik yapısını daha güçlü kılan, vatandaş, işletme ve kamu yönetimini birbirine daha da yaklaştıran bir yönetim ve hizmet anlayışına yönelik uygulamalar geliştirilmektedir. Bu uygulamalardan en yaygın ve üzerinde durulanı e-devlet gelişimidir. E-Devlet, genel olarak kamusal işlem ve hizmetlerin uygun bilişim teknolojileri kullanılarak elektronik ortama transferi ve bu ortamda yürütülmesi seklinde tanımlanabilmektedir. E-Devlet uygulamaları ile kamusal hizmetlerde etkinlik, verimlilik, hizmet kalitesi, hız ve şeffaflık sağlamak ve bu sayede vatandaş memnuniyeti artırılarak daha güvenilir, etkileşimli bir devlet-vatandaş ilişkisi amaçlanmaktadır. Türkiye de bu amaçla özellikle son 10 yıl içerisinde kamusal alanda bilgi ve iletişim teknolojilerinin kullanımına başlaması ile büyük bir dönüşüm süreci içerisine girmiştir. Bu çalışmanın amacı, bilgi ve iletişim teknolojilerinin kullanılmasıyla birlikte ortaya çıkan e-devlet uygulamalarının, kamu hizmetlerinin etkin ve verimli sunumu üzerindeki etkilerini açıklamaktır The restructuring in public financial management, denotes a management model that can use information and communication technologies efficiently and effectively, when on the other hand, realizing contemporary structural changes. In this restructuring process, various applications are being developed, that are intended for a management and service mentality which make the democratic structure of the information society more powerful, and bring citizens, businesses and public administration closer. The most common and the most emphasized form of these applications is the development of E-government. E-Government, in general, can be defined as, the transfer and execution of public transactions and public services into electronic media by using appropriate information technologies. With E-government applications, it is intended that to ensure efficiency, service quality, speed and transparency in public services, and thus, to provide more reliable, interactive, state-citizen relationship as a result of increased citizen satisfaction. For this purpose, Turkey has entered into a major transformation process, especially for the last 10 years with the start of the use of information and communication technologies in public sphere.
