Becoming An Effective Public Manager In The Global World: District Governors In Turkey Sezer, Yasin ; Kapucu, Naim ; Kösecik, Muhammet ; ABSTRACT The paradigm shift from the traditional model of public administration to new public management since the mid-1980s in the western countries, coupled with the opportunities and challenges of the globalisation for the governments, puts public servants at the crossroads requiring them to adapt to new principles of public sector management. Public servants particularly in high-profile public offices now need to adjust themselves to a new style of public manager' characteristic. This study seek to examine the extent to which characteristics of public managers in the new form of public management exist in the case of selected district governors and to explore how general source of constraints within the Turkish public administrative system are perceived by district governors as significant obstacles to be effective and efficient public managers. The findings of the research shows that district governors in general are considerably good at managing internal components and external constituencies of the organization for which they are responsible. However, they need to develop their personal capital in certain aspects. Respondent district governors complaint that certain source of constraints in Turkish administrative system exist as significant obstacles to be effective and efficient public managers.

Üniversite Öğrencilerinin Akıllı Telefon Satın Alma Tercihlerini Belirlemeye Yönelik Bir Araştırma ÇAKIR, Fatma; DEMİR, Neslihan Gelişen teknolojinin etkilediği tüm sektörlerde olduğu gibi sosyal hayatta da teknolojinin beraberinde getirdiği bütün araçlara talep gün geçtikçe artmaktadır. Özellikle değişimlere karşı adaptasyonu daha kolay olan üniversite öğrencilerinin, iletişim ve bilişim teknolojilerine duyduğu merak ve ilgi, akıllı telefon gibi işlevselliği daha yüksek olan araçların tüketimini gittikçe arttırmaktadır. Bu bakış açısıyla, araştırmanın amacı üniversite öğrencilerinin akıllı telefon satın alma tercihlerini etkileyen faktörlerin belirlenmesidir. Araştırma kapsamında anket uygulaması yapılmış ve elde edilen veriler ışığında faktör analizi, korelasyon analizi ve regresyon analizi yapılarak analizler gerçekleştirilmiştir. Bulgulara göre üniversite öğrencilerinin akıllı telefon satın alma tercihlerini; ürün özellikleri, marka ve reklam çabalarının etkilediği ortaya çıkmıştır. Influences of emerging technologies in all sectors as well as in social life brought about preferences for all devices is increasing more and more. Particularly, since university students' adaptation is easier than others, their curiosity and concern about communication and information technologies make the preferences of purchasing advanced technologic devices such as smartphones steadily enhanced. With this standpoint, the aim of this study is to determine preferences of university students' purchasing smartphone. In the scope of this study, questionnaire was applied and factor analysis, correlation analysis, regression analysis were performed in the light of obtained data. According to findings, it was found out that product features, brand and advertising efforts affected the preferences of purchasing smartphones.

Öğretmenlerin Engelliliğe Yönelik Tutumları Üzerine Bir Araştırma ÇOLAK, MURAT; GÜRÇAY ÇETİN, CEMİLE İnsan hayatı önünde geçici veya kalıcı setler oluşturan engellilik, doğuştan veya sonradan herhangi bir nedenle bedensel, zihinsel ve sosyal yeteneklerin çeşitli derecelerde kaybedilmesi ile oluşmaktadır. Engelliler ve engellilik önündeki en temel kalıcı set toplumsal boyutta yaratılan ve yaşanılan tutumlardır. Bu tutumların oluşturulmasında önemli role sahip meslek gruplarından biri de öğretmenliktir. Nitekim öğretmenlerin, bireyin çocukluk ve olgunluk dönemi arasında oluşan ve daha sonra çalışma yaşamına taşıdığı tutumları üzerine etkileri bulunmaktadır. 138 öğretmenle gerçekleştirilen bu çalışmada öğretmenlerin kişisel olarak engelliliği nasıl algıladığı "Engellilere Yönelik Tutum Ölçeği" uygulanarak ortaya konulmaya çalışılmıştır. Araştırma sonucuna göre öğretmenlerin engelliliğe ilişkin tutumlarında medeni durumun, eğitim durumunun ve ailede engelli birey bulunmasının bir farklılık oluşturduğu tespit edilmiştir. Disability that creates temporary or permanent sets in front of human life, forms via varying degrees of loss of physical, mental and social skills with any reason inborn or afterwards. The most basic set in front of disability is the attitudes created and experienced in the social dimension. Teaching is one of the significant professions in the formation of these attitudes. Indeed, teachers have an impact on attitudes consisting of an individual's childhood and maturity period and then carrying to work life. The research carrying out with 138 teachers tried to put forward teachers' personal attitudes with using "Attitudes towards Persons with Disabilities Inventory". According to the results, marital status, educational level and having disabled person in the family were found significant impact on teachers' attitudes towards disability.
