ULUSLARARASI DENİZ TİCARETİNDE TEHLİKELİ YÜKLERE İLİŞKİN EMNİYET YÖNETİMİ VE TÜRK LİMANLARI ÜZERİNE UYGULAMA

Abstract

Küresellesme ile artan denizyolu tasımaları ve dolayısıyla artan tehlikeli yüktasımacılıgı liman alanlarındaki tehlikeleri de arttırmıstır. Bu tehlikelerden uzakkalabilmek emniyet kültürü ve emniyet kültürünün yönetim uygulamalarındakietkileriyle önlenebilir. Bu çalısmanın amacı da, konteyner terminallerinde emniyetkültürünün gelisimine katkı saglayacak yöntemleri bulmaktır. Bunun için de emniyetkültürü degiskenleri sorgulanmalıdır. Bu amaçla ilk olarak, saha arastırması ilekonteyner terminallerinde çalısan personelin ve terminal yöneticilerinin liman sahasındaemniyet kavramına bakıs açıları ve tehlikeli yükler konusundaki bilgi düzeyleriarastırılmıstır. _kinci olarak ise liman çalısanlarının limanın emniyet kültürüalgılamaları tespit edilmis ve dolayısıyla da emniyet kültürünün gelisimi içinkullanılabilecek yöntemlere iliskin bilgi verilmeye çalısılmıstır.Dangerous cargoes take place mainly in the movements of little quantities butgreat numbers of dangerous goods. Such involvement eventually has spotted lights onthe likelihood of accidents that could be encountered and suffered at ports. As aconsequence, safety in the operations of dangerous goods at ports has become animportant issue of debates and regulations. The purpose of this study is to seek the most effective and efficient means of providing, enhancing, and sustaining safety culture atcontainer terminals. To this, first the safety culture variables are to be determined. Indetermining the variables, a study has been carried out at a number of containerterminals. Through this study, the views and safety cultures of the container terminals'personnel have been revealed. The study has also covered questioning the knowledge ofthe target population about handling dangerous goods. As a second main part of thestudy how the port employees perceive the safety culture of the ports has also beenincluded.
