Türkiye'de Limancılık Eğitimi Üzerine Bir Değerlendirme

Abstract

Çalışmanın amacı, dünyadan örnekler vererek gerek akademik gerekse mesleki eğitim açısından Türkiye'deki limancılık eğitimine ilişkin genel bir değerlendirme sunmaktır. Çalışma kapsamında, limancılık eğitimine ilişkin Türkiye'deki yükseköğretim ulusal yeterlilikleri, denizcilik eğitimi veren eğitim kurumlarının liman konusundaki dersleri ve içerikleri, sektöre yönelik eğitim konusunda gerçekleştirilen faaliyetler incelenmektedir. Dünya denizcilik üniversitelerinin limancılık eğitimine verdiği önem, liman ve terminal yöneticiliğine ilişkin çeşitli uluslar arası kuruluşlar tarafından uygulanan sertifika programları ve gelişmiş Avrupa limanlarının liman eğitim merkezleri değerlendirilmiştir.   Çalışmada, Türkiye'de ve dünyada denizcilik eğitimi veren üniversitelerin limanlara ilişkin dersleri incelenmiş ve bu derslerin kapsam ve içerik olarak geliştirilmesi gerektiği sonucuna ulaşılmıştır. Türkiye'de denizcilik ve limancılık konularında verilen eğitim incelendiğinde özellikle limanlara kalifiye eleman yetiştirme konusunda yetersiz kalındığı görülmektedir. The aim of the study is to provide an overview of port education and training from both academic and occupational aspects in Turkey by giving examples from the world. In the study, Turkey's higher education national qualifications, port courses and contents of the educational institutions providing maritime education and educational activities carried out for the sector were examined. In the context of the study, the importance of world maritime universities related to the port education, certification programs administered by various international organizations in terms of port and terminal management and port training centers of European ports were evaluated.   As a result, port courses given in the universities with departments on maritime studies both from Turkey and the world were examined and have been found that content and extent of the courses should be developed. Concerning the port and maritime education of Turkey it can be clearly seen that there is a lack of providing qualified workforce for the ports.
