Stratejik açıdan Çin'in dünü ve bugünü

Abstract

Bu tezin amacı, Türkiye'nin kısa, orta ve uzun vadeli politikalarına yönelik Çin'in etkisini açıklamak, bu devlete karşı uygulanacak stratejilere alternatifler sunmaktır. Binlerce yıllık tarihi süreç içerisinde savaş, barış, ticaret ve evlilikler gibi çok ilişkileri olmuş Türklerin ve Çinlilerin halen devam ettiği gibi gelecekte de ilişkileri olacağı şüphesizdir. Bu ilişkilerin yönünün tayini ise bugünden verilecek kararlarla mümkün olabilecektir. Orta Asya günümüzde yeniden filizlenen tarih hafızasının farklı yönlendirilmesi nedeniyle, Çin ile bir Talas savaşına sürüklenebilir. Veya bir yakın gelecekte, tarihsel Asya zemininde birçok çatışmanın fitili ateşlenebilir. Orta Asya, Güney Asya ve Orta Doğu dünyanın en istikrarsız bölgesi haline gelebilir. 21. Asrın emperyalizmi, gelişen teknolojik imkanlarla bugüne kadar olduğundan çok daha fazla insanlığa ve dünyaya zarar verebilir. Ya da Çin'in Asyalı karakteri ağır basarak Türk-Arap dünyasına yaklaşması söz konusu olursa, Talas sonrasındaki gibi bir ittifak yaşanabilir. Böyle bir Asya küresel çapta yeni ve farklı oluşumlara yol açabilir ve Asya 21. asra damgasını vurabilir. Günümüzde Amerika'nın bir çöküşü idare etmeye çalıştığı söylenebilir. Ancak Çin'in gerçekten bir çıkışı mı idare ettiği ise irdelenmesi gereken bir konudur. Ekonomik, demografik ve kültürel açılardan yapılan incelemeler farklı sonuçlar ortaya koymaktadır. “Stratejik Açıdan Çin'in Dünü ve Bugünü” başlıklı çalışma üç bölümden oluşmaktadır: 1 Çin'de Sosyalizm ve sonrası 2 1923'ten Günümüze Türkiye-Çin İlişkileri 3 Çin ve 21. Yüzyıl Çalışma ağırlıklı olarak 20. yüzyıl tarihi ve Türkiye-Çin ilişkileri üzerine yapılmış olup, Çin'e ilişkin ekonomik, teknolojik ve askeri hususlar da dikkate alınmıştır. The objective of this thesis is to explain the affects of China to the Turkey's short and long term policy and to put alternative strategies which are applied to this country in the future. The Chinese and the Turks in a historical period of thousands of years had war, peace, commercial and marriage relations. They are going to have relations in the future as they have today. These relations will take direction by the decisions made today. By directing the historical memory that is sproufing newly in Central Asia to different directions might cause war with China like it was in Talas. In a short time, a war may be flared up in the historical ground of Asia, Central and Southern Asia and Middle East will be turned the most inconsistent regions of the world. The imperialism of the 21st century with the possibilities of the improving technology may cause more damage to humanity and world than it caused till today or China may return back to its origin. If it is to say that China's Asian characteristics would have strong influence and China comes closer to the Turkish-Arabic world, an allience can be established as it was after the Talas war. A progress like this in Asia will be caused new and different formations in the Globe and Asia may have its mark for the 21st century. Today it can be said that United States of America is conducting a collapse. But whether China is conducting a progress truly or not is an important affair that should be researched. Researches made from economical, demographical and cultural points of view have put forward different concequences. The Study titled “China's Past and Today in Strategical View” consists of three pagesæ 1 Socialism in China and thereafter 2 Turkish-Chinese Relations from 1923 to Present-day 3 China and 21st Century. This study is based on the history of 20th century and Turkish - Chinese relations and considered economical, technological and military matters.
