ŞEHİRSEL YERLEŞMELERDE TEKNİK ALTYAPI SORUNLARININ PROJE NİTELİKLERİNİ BELİRLEYEN ORTAK-EŞGÜDÜMSEL DEĞİŞKENLERE GÖRE DEĞERLENDİRİLMESİ, TİRE BELEDİYESİ (İZMİR) ÖRNEĞİ

Abstract

Kentlerde teknik altyapı projelerinin gerçekleştirilmesinde ve programlanmasında karşılaşılan çeşitli sorunlara bağlı olarak, projelerin planlanabilmesinde, akla uygun bir karar ve programlama sürecinin oluşturulabilmesinde ve eşgüdüm, eşleme ve öncelik sıralamasının saptanabilmesinde güçlükler ortaya çıkmaktadır. Bu durum, hizmetlere ve projelere ilişkin yaşanan sorunların farklı bir açıdan ele alınmasını gerektirmektedir. Bu yüzden teknik altyapı sorunlarının ve projelerinin kent planları ile olan ilişkisi de dikkate alındığında, projelerin gerçekleştirilme koşullarını belirleyen değişkenler (fiziksel ve mekansal) çerçevesinde irdelenmesine ve ele alınmasına ihtiyaç bulunmaktadır. Çalışma, teknik altyapı projelerinin niteliklerini belirleyen fiziksel ve mekansal değişkenleri ortaya koymakta, örnek alan Tire yerleşmesi özelinde sorunları ve sorunların ortaya çıkış nedenlerini bu değişkenler ile olan ilişkisi çerçevesinde ön plana çıkan ortak değişkenler üzerinden ele almakta, incelemekte ve tarif etmektedir. Çalışmanın sonunda, teknik altyapı projelerinin gerçekleştirilebilmesi için ortak-eşgüdümlü değişkenlerden yola çıkarak geliştirilebilecek çözüm önerileri ve ortak gerçekleştirme-programlama yaklaşımı ortaya konulmaktadır. Depending on varied problems met in implementation and programming of technical infrastructure projects in cities, some difficulties occur during planning of technical infrastructure projects, formulation of a rational decision-making, scheduling and programming process, and determination of the coordination, synchronization and sequencing of preferences. This indicates the need to approach the problems related with services and projects from a different point of departure. Therefore, considering the relationship of technical infrastructure problems and projects with the urban plans, it becomes necessary to investigate and approach the projects in terms of physical and spatial parameters that determine the conditions of their implementation. This article intends to elaborate the physical and spatial parameters that determine the characteristics of projects and to approach, assess and explain the problems and their underlying reasons via joint parameters which come to the fore as a part of relationship with the mentioned parameters in Tire as the case. In conclusive terms, this article introduces improved proposals for consideration of joint-coordinated parameters in implementation of technical infrastructure projects within a joint implementation and programming approach.
