1980 Sonrası Dönemde Kamu Kesiminin Özel Kesimi Dışlama Etkisi: Bir Model Analizi

Abstract

Türkiye'de özellikle 1987 yılından sonra, hızla büyüyen kamu açıklarının finansmanında, kamunun mali sistem içinde büyük oranda fon talep etmesi ve özel kesim için kullanılabilir fon arzını sınırlandırması ekonomide yaşanan ciddi dalgalanmaların ana nedeni olmuştur. Kamu kesiminin maliyet - getiri karşılaştırmasına dayanmayan ve dolayısı ile de ekonomik açıdan rasyonel olmayan tutumu bir yandan mali politikanın etkinliğini diğer yandan da para politikasının uygulanabilirliğini olumsuz yönde etkilemektedir. Türkiye ekonomisinin sorunları ile ilgili resmi ve özel tüm saptamalar, çalışmamızın uygulama konusunu oluşturan Blinder - Solow modelinin 1980 sonrası Türkiye ekonomisi için ortaya koymuş olduğu bulguların da işaret ettiği gibi, Türkiye'de kamu kesiminin mali sektördeki varlığının özel kesimi dışlayan etkiler yarattığını ortaya koymaktadır.

ABSTRACT Turkey, especially after 1987, enter ed into cronic inflation process which is created by disaduantages of public sector deficits over the financial markets and real markets. The most important effect of public sectors over financial markets which is the main reason of serious fluctuations that are lived in economy is ; demanding high proportion of fund public sector within financial system to finance speedly improving public sector deficits and restriction of fund supply which can be used for private sector. Behaviour of public sector which is not based on cost - profit comparison and is not rational in point of economy, affects badly both efficiency of financial politics and praticable of monetary politics, All official and private determinations which are related to economic problems of Turkey, as it is pointed out the data which exposed by Blinder - Solow model which is praticial subject of our thesis for Turkey economy after 1980, put forward that thereis presence of public sector and public intervention in the base of problem
