Abstract:
Bu çalışma, geniş ölçekte kullanılan makro göstergelere ilişkin analitik bir çerçevenin saptanmasından sonra, optimal bir dış borçlanma etüdünün oluşturulmasında cari ödemeler dengesince belirlenen konjonktürel değişkenleri analiz etmeyi amaçlamaktadır. Bu bağlamda bir ülkenin dış borç servisi kapasitesi, ilgili ülkenin ithalat ve ihracat kalemlerinin büyüklüğüne bağlı olarak biçimlenmekte, dolayısıyla da ihracat kalemleriyle minimum tolere edilebilir bir ithalat düzeyi ve döviz kurları seviyesi optimal bir dış borçlanmanın sağlanmasında öncelikli unsurlar olarak karşımıza çıkmaktadırlar. Bu yüzden en çok kullanılan makro göstergeler, mal ve hizmet ihracı kalemlerine borç servisinin oranlanmasıyla bulunan optimal dış borçlanma oranları olmaktadır. Optimal bir dış borçlanma yükünün, hem orta vadede, hem de uzun vadede dış borç yükü miktarının GSMH' ya oranı olarak da ifadesi mümkündür. Ayrıca dış borç servislerinin GSMH' ya oranıyla öncelikli bir değer aldığı ve bu değerin ihracat ve ithalata ilişkin GSMH' ya olan oranlarındaki değişikliklerle biçimlendiği izlenmektedir.After placing the general analytic framework associated with widely used quantitative macro indicators, this paper aims to analyse the fluctuating variables which can be influenced by the current accounts balance in the optimum external borrowing. The capacity of a country to service external debt depends on the growth of output and of exports and imports. Exports, minimum tolerable level of imports and foreign exchange rates (or reserves) provide a useful framework for the examination of optimum external borrowing. So, the most widely used quantitative indicator here is the optimum external debt ratios, which are the ratios of debt service to the level of exports of goods and services. As a suggested, indicator of the optimum external debt burden in the medium-term or in the long run, the ratio of external debt to GNP (Gross National Product) or of debt service to GNP may be superior to the ratio of debt service to exports because over time sizeable changes in the level of exports and imports in GNP can occur.
