Polisin kent güvenlik uygulaması ve yönetim modeli

Abstract

Bu güne kadar polis ve polislik konuları ile ilgili yapılan çalışmalarda polis kavramsalının gelişimi üzerinde pek durulmamıştır. Çalışmamızda kavramsalın gelişimi kamu yönetimindeki gelişimler bağlamında değerlendirilerek, geniş olarak ortaya konmuş bu yol ile ileride gidilebilecek sosyal gerçeklik noktalarına ulaşılmaya çalışılmıştır. Çalışma ülkemiz güvenlik yapılanmasında var olan bir sistem olan Çarşı ve Mahalle Bekçiliğini mahalle ölçekli, uluslararası uygulamaların ışığında ele alan, bir model olarak yeniden ortaya konması yolu ile güvenlik yapılanmasına mahalli ölçekli yeni bir açılım sağlayabilecek, yerelleşme uygulaması olarak ele almıştır. Çalışmanın birinci bölümünde polis kavramı ve gelişimi tarihsel süreç içinde ele alınarak, suç ve polis uygulamaları bağlamında etraflıca değerlendirilmiş ve polis kavramının toplumsal yapı ve kamu yönetimi bilimi gelişimi bağlamında ilerlemesi ortaya konmuştur. Bu kapsamda çalışmanın ikinci bölümünde kriminoloji kavramı, suç korkusu ve suç önleme konuları etraflıca ele alınmıştır. Suç kavranının güvenlik görevlileri tarafından algılanması ve bu doğrultuda önleme staratejilerinin geliştirilmesi etraflıca ele alınmıştır. Üçüncü bölüm kent, kent kavramında güvenlik ve toplumun güvenliğe desteği konuları, polislik yaklaşımları bağlamında detaylandırılarak ortaya konmuştur. Kent alanında polisin yeni yaklaşımı olarak ortaya konan toplum destekli polislik kavramı ele alınmıştır. Dördüncü bölümde modelin odağında olan mahalle, çarşı ve mahalle bekçileri ve geliştirilen model ele alınmıştır. Özellikle mahalle kavramının dünü, bu günü ve yarını Batı ülkelerinden örnek yapı ile belirtilmiştir. Mahalle de görev yapacak olan Çarşı ve Mahalle Bekçisinin yeni modeli etraflıca ele alınmıştır. Sonuçta çalışmada ele alınan tüm kavramlar ve yaklaşımların ülkemiz açısından değerlendirilmesi ve önerilen yönetim modelinin çalışma ışığında sağlayacağı fayda belirtilmiştir. Researchers have not focus on police and policing concepts` improvement in their works up to today. In this work we evaluate the concept of growing under the light of public administration improvement, with this way we try to reach the further comtemporary social reality points in the futures' perspective. In this work already there is a system in the security structure which is called Bazaar and parish watchman; we try to lighten this concept under international practice, to put forth a model for consideration that will remind again and also will support the new parish criterion perspectives which are considered as decentralization practice in it. In the first part of the work police concept and its improvement has been considered in historical perspective and to evaluate thoroughly in crime and police practice and we put forth the police concept's improvement in the develophing of social construction and public administration science for consideration. In this respect the second part of work is took up thoroughly criminology concept, fear of crime and crime prevention. To perceive of crime consept by the security officer and in this direction to develop the crime prevention strategies are taken up. In the third part of the study urban, in urban concept security and the community supporting to security issues are brought up in detail in policing approach. Community policing consept that has been produced as new approach in the urban field, is taken up. In the fourth part of study parish in the focus of model, Bazaar and parish watchman and developed model are taken up. Especially the concept of parish past, contemporary and tomorrow's are put forth consideration with examples from western countries. Te new model of bazaar and parish watchman is taken up in detail who will charge officer with to protect the parish. At the conclusion all concepts and approchs are evaluated from our country's point of view and the benefit of the model of administration has been put with the help of work.
