Türkiye'de ulaştırma sektörünün gelişmesinde devletin yeri ve önemi

Abstract

Ulaştırma bir toplumun bütün kesimlerini etkileyen önemli bir sektördür. Ayrıca ulaştırma sektörünün birçok sektör ile doğrudan veya dolaylı bir ilişkisi vardır. O halde ulaştırma sektörünün gelişmemiş olması diğer sektörleri de olumsuz etkileyeceğinden dolayı, mutlaka gelişmiş bir ulaştırma sektörüne ihtiyaç duyulmaktadır. Aksi takdirde ulaştırmanın yetersizliğinden dolayı diğer sektörlerin gelişmesi engellenecektir. Ülkemizde ulaştırma sektörü plansız büyümüş ve ulaştırma türleri arasında dengesizliklerin olduğu görülmüştür. Karayolu taşımasının payı oldukça yüksek ve kayıt dışı fazladır. Üç tarafımız denizlerle çevrili olmasına rağmen yurtiçi taşımacılığında denizyoluna gereken önem verilmemiş, demiryolu ise 1940 yıllarından sonra adeta durmuştur. Havayolu taşımacılığı ise özel sektörün girmesi ile canlanmaya başlamıştır. Özelleştirme kapsamına alınan ulaştırma türlerinde daha fazla gelişme sağlandığı görülmektedir. Ülkemizde ulaştırma sektörünün gelişmesinde devletin yeri ve öneminin belirlemek amacıyla yaptığımız çalışmanın ilk bölümde ulaştırmanın tanımı verilmiş, ekonomik sosyal ve politik fonksiyonları açıklanmıştır. Ayrıca dünyada ulaştırma sektörüne ait bilgiler verilmiştir. İkinci bölümde ise ülkemizde karayolu, denizyolu, demiryolu, havayolu ve boru hattı ulaştırmasının tarihsel gelişimi, hukuki durumu, alt yapısı ve sorunları incelenmiştir. Üçüncü bölümde ise ulaştırma sektörünün ekonomiye nasıl bir katkı sağladığı üzerinde durularak, ulaştırma sektörünün gelişmesine katkı yapacak yasal mevzuatlar, yapılan yatırımlar, nitelikli personel durumu, çevresel etkisi ve turizm bakımından incelenmiştir. Sonuç olarak günümüzde ulaştırma türlerinin birbirini tamamlayacak şekilde politikalar üretilmesi, alt yapı ve yasal düzenlemelerin ulaştırma sistemini gelişmesini destekleyecek şekilde planlanması, teşvik edilmesi ve desteklenmesi gerektiği belirtilmiştir. Transportation is an important element effecting all segments of a community. In addition, this sector has both direct and indirect relations between a large number of other sectors. Therefore, for the weaknesses of transportation sector will affect the other sectors negatively, a developed transportation sector is well needed. In the contrary, development of other sectors will be blocked because of deficiency of transportation. In our country, it is widely seen that there are some imbalances between transportation types and transportation sector has growed without a plan. Highway transportation has a high share and unregistered income is almost high. Despite the fact that Turkey's both three sides are surrounded by seas, sea transportation has not been given importance in national transportation and in addititon to this, railway transportation ,if ı may say so,has stopped after 1940s. Airway transportation has started to develop after private sector's access to market. More developments are seen within the context of privatization. In the first chapter of our study aiming government's position and importance on development of transportation sector of Turkey ,we have given description of transportation and explained its social and economical functions. In addition, datas about transportation sectors all over the world are given. In second chapter, the historical development of highway,railway,sea way and pipe line transportations ,the legal positions of these ,their infrastructures and problems are discussed. In third chapter, while determining supplements of transportation sector to income, the legal regulations are evaluated in terms of investments, qualified work power,environment and tourism. In consequence, we point that making policies that support the types of transportation and planning infrastructural and legal regulations in order to develop the transportation system are needed to be induced and supported.
