Abstract

Araştırmamızda bir sivil toplum kuruluşu örneği olan hemşehri derneklerinin siyasi olarak özellikle yerel yönetimler seçimlerine ne derece etkisi olduğunu, işlevlerini, seçim sürecinde üyelerini etkileyip etkilemedikleri üzerinde durulmuştur. Bu amaçla öncelikle sivil toplumun tarihsel süreç içerisinde gelişimi ele alınmış, sivil toplum örgütleri ile birlikte hemşehri ilişkilerinin seçim sürecinde formel olmayan yapısı üzerinde durulmuş, doğdukları kentlerden göç eden bu kişilerin siyasal tercihlerini kullanırken özellikle nelere dikkat ettikleri, hangi kriterleri baz aldıkları üzerine değerlendirmelerde bulunulmuştur. Siyasi partilerin halkın desteğini alabilmesi için devlet iktidarının kontrolünü ele geçirmeye ve sürdürmeye ve bu suretle ne şekilde politika belirlemesi gerektiği hususları çalışmamızda vurgulanmıştır. Siyasi partiler toplum için siyasi sosyalleşme amacıdır olgusundan hareket edersek hemşehri dernekleri de sivil toplum kuruluşu olarak buna bir aracı mekanizma konumundadır dememiz mümkün. Siyasi partiler iktidarı ele geçirmek ya da ortak olmak için kamuoyu oluşturmak veya kamuoyunu etkilemek için çeşitli propaganda yöntemlerine başvururlar bu kapsamda yapılacak propagandanın belirlenmesinde hemşehri derneklerine yönelik nasıl bir tavır sergilenmesi gerektiği tezimizde mevcuttur. Tezimiz üç bölümden oluşmakta olup birinci bölümde sivil toplumun tarihsel arka planı anlatıldıktan sonra, Türkiye'de sivil toplumun tarihsel süreci ele alınmış, Osmanlı'dan başlayan ve dönemin sivil toplum adını verebileceğimiz sistemini anlatan bölümün ardından Cumhuriyet Dönemi sivil toplumun oluşumlarından tek partili dönem ile çok partili dönem sınıflandırılması yapılarak bahsedilmiştir. Daha sonra 1980 sonrasında sivil toplumun gelişim süreci üzerinde durularak Türkiye'deki sivil toplum kuruluşları örnek verilerek açıklanmıştır. Çalışmamızın ikinci bölümünde sivil toplum kuruluşu olarak dernekler ele alınmış, Türkiye'de dernek kurma hakkının tarihsel gelişimiæ Cumhuriyet Öncesi Dönem, Cumhuriyet Dönemi, 1961 Anayasası Dönemi ve 1982 Anayasası Dönemi çerçevesinde incelenmiştir. Dernek statüsünde kurulan hemşehri dernekleri ile ilgili kapsamlı bilgi baskı grupları ile birlikte değerlendirilerek verilmiş olup, hemşehri dernekleri alan araştırmamıza bilgi tutan ön çalışma kısmını oluşturmuştur. Üçüncü bölümümüzde de Buca ilçesinde bulunan, aktif bazı hemşehri dernekleri seçilerek onlar üzerinde anket uygulanmış olup, anketimizden çıkan her bir netice kendi içerisinde ayrı ayrı değerlendirilmiş ve sonunda da toplu analiz şeklinde bütünleşik bir çalışma ile hemşehri dernekleri üzerindeki araştırmamız anket çalışmamızın yorumlanması ile sonlanmıştır. Anahtar Kelimeler: Sivil Toplum, Hemşehri Dernekleri, Buca İlçesi, Yerel Siyaset In This research, the function of citizens' associations,the example of civil society estblishment, on the election of lical government politically and aat what extand they affect the elections of the local government and whether they affect the members in the election process are issued. for this reason, initially, the development of civil society in historical process is examined. Also, the informal structure of citizens' associations and the society establishments is mentioned. Furthermore, the interests of those immigrating from their hometown as politically and how they make their preferences while voting and the criterias of those while supporting a political party are the subject of this thesis.The fact that the political parties should take the control of the government and what political views they should have is emphasized in this study. Just as the aim of the political parties should socialize politically for the society so are the citizens' associations the inevitable groups that should be taken part in the process. Political parties apply several propagandas to take over the government or to be one of the partners or to influence the society.For this reason, in this thesis, we mention the propagandas that should be done to gain this purpose and we also mention how we should behave to the citizens' associations to gain their support. Our thesis consists of three parts. In the first part: after talking about the historical bacground of civil society we handle the process of civil society in Turkey. After the part where we talk about the civil society system in that era,we talk about the civil society establishments in Turkish Republic dividing the era into two parts as single-party era and multi -parties era.This study is explained by giving examples of civil society establishments in Turkey . In the second partæ we talk about the associations as civil establishments,the historical development of associations in Turkey the Republic of the period before,the Republican period,the perod of 1961 constitutionand 1982 constitution and the citizens' associations which have been found as associations are examinad. In the third partæ we declare the results of the survey we have done among some citizens' associations founded in Buca . We have analysed the results of the surveys and we have interpreted the results one by one and we explain them in our study.
