Abstract:
1992 yılında Rio'da düzenlenen BM Yeryüzü Zirvesi'nde sürdürülebilir kalkınma, tüm insanlığım 21. yy'daki ortak hedefi olarak benimsenmiş ve bu hedefe ulaşılmasına yönelik ilkeleri ve eylem alanlarını ortaya koyan ?Gündem 21? başlıklı eylem planı kabul edilmiştir. Gündem 21'in 28. Bölümünde her bir ülkedeki tüm yerel yönetimlere kendi halkları ile danışma sürecini başlatmaları ve kendi ?Yerel Gündem 21?leri üzerinden uzlaşmaya varmaları yönünde çağrı bulunmaktadır. Türkiye'de Yerel Gündem 21 uygulamaları, 1997 yılı sonunda UNDP desteği ile UCLG ? MEWA koordinatörlüğünde yürütülen bir proje olarak başlamıştır. Daha sonraki yıllarda TC İçişleri Bakanlığı Mahalli İdareler Genel Müdürlüğü'nün desteği ve ortaklığı ile proje çerçevesinden çıkartılarak ?Yerel Gündem 21 Programı?na dönüştürülmüştür. Yerel Gündem 21 Programı kapsamında uygulamaların yürütülmesinden görece kısa bir süre sonra, programın kent ölçeğindeki en etkin katılımcı mekanizmaları olan Kent Konseyleri 2005 yılında yürürlüğe giren 5393 sayılı Belediye Kanunu'nun 76. Maddesi ile güçlü bir yasal dayanak kazanmıştır. Araştırma, Türkiye Yerel Gündem 21 uygulamalarının Kent Konseyleri'ne dönüşüm sürecini analiz etmektedir. Dönüşüm sürecini inceleyebilmek için UCLG ? MEWA arşivlerinden elde edilen anket çalışmaları karşılaştırmalı olarak değerlendirilmektedir During the UN Rio Earth Summit held in 1992, sustainable development was endorsed as the common goal of humanity, along with the action plan entitled ?Agenda 21? delineating the principles and cope with environmental and development problems and to move towards attaining the goal of sustainable development in the twenty-first century. In Chapter 28 of Agenda 21, local authorities in each country are called upon to undertake a consultative process with their populations and achieve a consensus on a ?Local Agenda 21? for their communities. The Local Agenda 21 processes in Turkey were launched in late 1997 via a series of project, with the support of UNDP and under the coordination of UCLG ? MEWA. In subsequent years, with the partnership and support of the Ministr of Interior ? General Directorate of Local Authorities, the Project framework was converted into the ?Local Agenda 21 Program?. In a relatively short period, following the implementations of Local Agenda 21 practises under the Local Agenda 21 Program, the City Councils (Citizens? Councils) as the main city-wide participatory platforms developed under the program, has been incorporated in Article 76 of the renewed Law on Municipalities(No. 5393) enacted in 2005, thereby attaining a significant legal stronghold.
