Türkiye'de tarım sektöründe istihdamın azalması ve işgücü piyasasına etkisi

Abstract

Tarım sektörünün ulusal gelir içindeki payının yıllar içinde azalma içine girmesi sanayileşmenin ve gelişmenin bir göstergesi olarak kabul edilmektedir. Sanayileşme sürecinde ülkelerin ulusal geliri artıkça, tarım sektörünün ulusal gelir içindeki payının azalması ve sanayi sektörü ile hizmetler sektörünün paylarının artması beklenen bir gelişmedir. Ancak ülkemizde tarımın ulusal gelir içindeki payında yaşanan düşüşün sağlıklı bir gelişimin göstergesi olup olmadığının tartışılması gerekmektedir. Günümüzde ekonomik büyüme sürecinin bu denli yabancı sermaye girişlerine bağlı olması ve Türk sanayi sektörünün uluslararası sermayeye entegre olmuş taşeron bir sanayi haline dönüşmesi yaratılan istihdamın geçici ve istikrarsız bir nitelik taşımasına yol açmaktadır. Dolayısıyla günümüzde Türkiye'de tarımsal istihdamın azalmasının birçok farklı gerekçesi bulunmaktadır. Kalkınma paradigmasında yaşanan değişim, yapısal uyum politikalarının uygulanması ve ekonomik krizler gibi birçok faktörün genel olarak istihdamı ve tarımsal istihdamı azaltan etkiler yaratmaktadır. Ancak ülkemizde işgücü piyasasında yaşanan dönüşüm ve işsizliğin sürekli olarak artmasında, tarımsal istihdamın azalmasının rolünün sorgulanması gerekmektedir The decrease in the share agricultural sector has in the national income within years is accepted as an indicator of industrialization and development. How the process of economic growth is depending on the foreign capital inflows today and the fact that the Turkish industry sector has become a subcontractor industry integrated with the international capital cause employment generated to have a temporary and instable quality. Therefore, there are various reasons behind decrease experienced in the agricultural employment in Turkey today. Many factors such as the change experienced in the development paradigm, executing the structural adjustment policies and economic crises generally create effects that decrease the employment and agricultural employment. However, the role of the decrease in the agricultural employment shall be questioned in relation with the constant increase in the transformation and unemployment occurring in the labor market in our country
