Türkiye'de öğretmen örgütlenmeleri (1960-1980)

Abstract

Bu çalışmanın konusu 1960-1980 yılları arasında kurulan ve aynı dönemde kapatılan öğretmen örgütlenmelerinin mücadele tarihidir. Öğretmen örgütlerinin 1960-1980 dönemindeki teşkilatları, kuruluş amaçları ve savundukları fikirler yönü ile bölümlere ayrılarak anlatılmıştır. Toplumların gelişiminde de öncü olmak isteyen öğretmenlerin bir araya gelerek daha güzel bir yaşam, bir ülke ve dünya oluşturma hareketi olan örgütlenme mücadelesi bazı engellerle karşılaşsa da 1908?den beri devam etmiştir. Türkiye?de öğretmen mücadelesinin 120 yıl gibi bir geçmişi mevcuttur. Sendikalaşmanın ilk yaşandığı 1965 yılı önemli bir başlangıç noktasıdır. İzleyen süre içinde onlarca öğretmen sendikası kurulmasına rağmen kısa bir süre sonra 1971?de Anayasa?da yapılan değişiklikle tüm öğretmen sendikaları kapatılmıştır. Daha sonra, öğretmen dernekleri olarak kurulan yapılarda siyasal gruplaşmaların olduğu görülmekle birlikte 1980?den sonra bu derneklerin kapatılması ile 1990?larda tekrar öğretmen sendikaları olarak kurulmuştur. Öğretmen örgütlenme mücadelesi, çeşitli aksamalar ile birlikte halen sürmektedir. Bu çalışmada ilkin örgütlenmesini tamamlayan Türkiye Öğretmen Dernekleri Milli Federasyonu?nu ele alınmıştır. Dönemin bazı bürokratlarını içinde barındırsa da ve bu yüzden pasiflikle suçlansa da içinde Köy Enstitü?lü öğretmenlerin bulunması; bu öğretmenlerin birliktelik oluşturma ve sendikalaşma faaliyetlerini başlatmaları önemlidir. Daha sonra ele alınan Türkiye Öğretmenler Sendikası?nın on binlerce öğretmeni bünyesine alması, üyesi olsun veya olmasın tüm öğretmenleri, halkı da bilinçlendirerek v ?aydınlatarak? etkinliklere katılması anlatılmıştır. TÖS, denildiğinde Fakir BAYKURT ismi öne çıkmaktadır. Genel başkanı olduğu TÖS?ün gelişiminde önemli roller üstlenmiştir. Daha sonra kurulan Tüm Öğretmenler Birleşme ve Dayanışma Derneği (TÖB-DER) kuruluşu, faaliyetleri, yayınları, diğer bir bölümün konusudur. TÖB-DER, ülkede yaşanan siyasi çatışma arenasından etkilenmiştir.1980 askeri darbenin ardından yargılanan dernek kapatılmış ve yöneticileri ile onlarca üyesine çeşitli sürelerde hapis cezası verilmiştir. TÖB-DER?in taşınmazları hazineye devredilmiştir. Son bölümde diğer sendika ve derneklerin kuruluş ve etkinliklerine yer verilmiştir. Bu bölümde yer alan sendika ve dernekler diğer bölümdekilere göre fazlaca bir etkinlik ve varlık gösterememişlerdir. Öğretmen örgütlerinin, Türkiye?de en etkin oldukları dönem olan 1960- 1980?lerin siyasi, sosyal ve ekonomik olaylarını incelerken sebep ve sonuçlar itibari ile sorumlulukları nelerdir, amaçları doğrultusunda hareket etmişler midir vb. soruların cevapları aranmıştır. Çalışma ile ilgili yapılacak eleştiri ve katkıların araştırma konusunu zenginleştireceği açıktır. The subject of this study is struggle history of the teachers? organizations which were founded between the years 1960-1980 and abolished at the same period. Teachers? organisations in that period were separated and presented according to their objectives and arguments. However it faced some obstacles, the struggle for becoming organised, which means the act of teachers who want to be leader in the societies developments creating a better life,better country and better world ,continued from 1908.In Turkey, Not only this struggle has nearly a-120-year-past but also 1965,the first unionization experienced, is an important starting point. Dozens of Teachers? associations were set up in the following years but shortly after than that all teachers? syndicates were annulled in 1971.Then, some political groupings were observed in these organizations which were established as teachers? associations .However these organizations were closed after 1980,they were reopened in 1990s. This struggle has continued until today. In this study, firstly The National Federation of Turkish Teachers? Organizations is discussed. Despite it accommodated some of bureaucrats of that time and was blamed for passiveness, the presence of the teachers from the Village Institutes and these teachers? becoming together and their attempt to start syndicalism activitities is important. Later, Teachers? Organizations of Turkey getting the thousands of the teachers into its structure, its participating all of the teachers,no matter they were a member or not,and its attending the activities to raise public awarenessvii is discussed. Fakir Baykurt comes into prominence when TOT is mentioned. He plays an important role in the development of TOT. The establishment, field of activity and publications of Ass occupation of all Teachers? Alliance and Solidarity (ATAS), which was constructed later, is the subject of the other chapter. ATAS was struck by the arena of political conflict in the country. Following the 1980 military coup, the association was adjudicated and shut down and dozens of directors with members were sentenced to prison in various periods. The properties of ATAS were assigned to treasury. In the final section, trade unions, the organizations and activities of other unions and associations were included. These unions and associations which took part in this part could not denote any assets and efficiency. While examining the political, social and economical events of between 1960 and 1980 in which the organizations of teachers are the most effective , the causes and consequences of, the questions and the answers of what the responsibilities are whether it acted in accordance with their aims were searched. The criticism, and contributions to this research related to the study will enrich the topic of the study.
