Yerel yönetimlerin sosyal politikalara etkisi

Abstract

Yerel nitelikteki kamu ve yarı kamusal hizmetlere olan talebi karşılamakla görevli ve yetkili yerel yönetimler yönetim yapımızda ekonomik, sosyal ve siyasal yönden önemli konuma sahiptirler. Özellikle 2012 yılında büyük kent yönetim modelinde yapılan yeniden düzenlemelerle görevler, yetkiler, sosyal politikalar ve hizmetlerle orantılı kaynaklar genişletilmiştir. Bu çalışmamızda yerel yönetimlerin çerçevesi merkezi yönetimce belirlenmiş sınırlar içinde sosyal politikaları ve bu politikaların uygulamaları araştırıldı. Birinci bölümde, yerel yönetimlerin literatürdeki tanımları ile bu yönetimlerin merkezi yönetimlerle ilişkileri, siyasi ve idari yönden biçimsel yapıları incelendi. Aynı bölümün ikinci kısmında ise sosyal politikaların evrensel tanımları, unsurları, sosyal politikalara kamu müdahalesi ve getirdiği sınırlar, sosyal hakların korunmasında sendikalar ve uluslararası örgütler; sosyal politikaların gelişimi ile Türkiye'de sosyal politikaların görünümü işlendi. İkinci bölümde merkezi yönetimin görev ve sosyal politikalarının desentralizasyon yoluyla yerelleşmenin gerekçelerinin neler olduğu incelendi. Aynı bölümde, yerel özellikli sosyal politikaların merkezi yönetimce sunulmalarının kaynak israfı, zaman kaybı ve yerindelik prensipleriyle uymadığı sonucu örnek uygulamalarla açıklandı. Üçüncü ve son bölümde ise, Türkiye?de yerel yönetimlerin sosyal politika uygulamaları ve yasal çerçevesi ve tüm bunlara dayanarak İzmir Büyükşehir Belediyesinin mevcut sosyal hizmetleri ayrıntılı bir şekilde incelendi. The local governments that are authorized and in charge of fulfilling the demand related with public and semi-public services of local character have an economically, socially and politically important position in our administrative structure. Especially in 2012, due to the regulations made in big city management model sources were expanded proportionally with duties, authorizations, social policies and services. In this study the social policies of local governments limits of which were determined by central governments, and the applications of these policies were examined. In first section, the definitions of local governments in literature, relations of these administrations with central governments and their formal structures in political and administrative aspect. In the second part of the same section, universal definitions of social policies, their elements, public intervention to social policies and the limits they put forward, syndicates and international organizations for protection of social rights, development of social policies and appearance of social policies in Turkey were handled. In the second section, the localization justifications (by decentralization of central government?s duties and social policies) were examined. In the same section, it was explained by application examples that presentation of social policies with local features by the central government is a waste of resources, time and also it is not compliant with the propriety principles. In third and final section, the social policy applications of local governments and their legal frame and accordingly the existing social services of Izmir Metropolitan Municipality were examined in detail.
